What is .188 expanded metal, and why does it matter?

It is fence fabric expanded from a single .188-inch steel sheet, so there are no wires to snip and no openings that give a boot or a hand purchase. That is what makes it resistant to hand-tool cutting and to climbing, where chain link and welded wire are not.

Why would a tower compound need a non-conductive section?

Two reasons usually drive it. The public-facing side of a compound often has to satisfy a municipality or a landlord on appearance, and a beautification run addresses that without giving up the barrier. A non-conductive material also avoids introducing additional metal near the equipment where site conditions call for it. CSE specifies the non-conductive run where it is needed and carries steel barrier around the rest.

Does the entire compound need ballistic protection?

No. On most tower sites the ballistic protection is an interior barrier placed around the cabinets, radios, and power equipment that carry service, rather than around the full compound. The remaining perimeter carries anti-cut, anti-climb fabric on the same frame.
